Introduction of facility of automatic credit of PLI/ RPLI monthly premium from PO S.B account

Sub: Introduction of facility of automatic credit of PLI/ RPLI monthly premium from savings account of insured persons.

   In the last few years, there has been massive expansion of Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI). However, it has been noticed that a number of policies particularly in RPLI lapse after a while. One of the reasons for lapsation is absence of convenient ways of depositing premia of the policy(ies). As such, it was under consideration of the Department to provide facility of automatic deduction of premia from Savings Account so that (i) the policy holder(s) need not have to visit Post Office every month for depositing premia of his PLI/ RPLI policy and (ii) lapsation of PLI/ RPLI policies gets reduced.

2. The competent authority has now approved the proposal for providing the facility to the policy holder of PLI and RPLI to get premium deposited/ credited by deduction of the same directly from his Savings Account standing in Post Offices. However, this facility can be opted by only those policy holders of PLI and RPLI whose Savings Accounts are maintained in the Departmental Post Offices (GPOs, HOs, MDGs or SOs).

3. It is requested to kindly take necessary action for implementation of aforesaid scheme and wide publicity may also be given for this scheme through various publicity channels.

4. Accounting and operating procedure for automatic transfer of premium of PLI/ RPLI from Savings Accounts of the policy holder is enclosed for information and action accordingly.

5. It is further informed that till the provisions are made in the software, automatic credit of PLI/ RPLI monthly premium by deduction from savings account of the policy holder will have to be done manually.

Post office agent cons depositors, arrested in Tiruvottiyur

A 55-year-old post office agent, who allegedly cheated depositors to the tune of Rs. 50 lakh and more, was arrested by the police in Tiruvottiyur on Sunday afternoon. The woman was allegedly involved in the crime for two years.
According to the police, Amrithammal (55), wife of Narayanan, lives in Kalaignar Nagar in Tiruvottiyur. She became a licensed post office agent in 1987.
Her job involved persuading people to open fixed and recurring deposit accounts in the post office. Being a resident of Tiruvottiyur, she used to work outside the local post office.
“As she had been an agent for nearly 25 years, people trusted her and deposited money in the post office,” said V. Sampath, crime inspector at the Tiruvottiyur police station.
He said that Amrithammal would take care of all the formalities for starting an account. “She would retain their passbooks and the interest used to reach their bank accounts regularly. In the case of recurring deposit account holders, she collected the money and deposited it in their bank accounts,” said Mr. Sampath.
Over the past few years, she had stopped depositing money in the recurring deposit accounts.
“She used to do it for account holders who had over Rs. 5,000 as their recurring deposit amount. For fixed deposit account holders, she would draw the money after getting the customers’ signature on the withdrawal slip. She had assured them that she would return the money, but she did not,” said Mr. Sampath.
A retired person Subramani had invested his retirement settlement of Rs. 7 lakh in the post office. “The amount matured in 2010, but he did not receive it. He lodged a complaint, and based on that we arrested Amrithammal,” said the inspector.
During interrogation, Amrithammal had allegedly said she had used the money for construction of a house. “It was impossible to recover the money. She has been remanded to custody. Her husband and son are absconding,” said Mr. Sampath.
Police said depositors have to exercise caution when depositing money through agents. “It is better to ask for the receipt and have the passbook with yourself,” Mr. Sampath said.

நித்திரவிளை : ஸ்மார்ட் கார்டு திட்டத்தால் முதியோர் பென்ஷன் திட்ட பயனாளிகள் குழப்பமடைந்துள்ளனர்.ஏழைகள், விதவைகள், மூத்த குடிமகன்கள் என பலதரப்பினருக்கு அரசு மாதந்தோறும் உதவித்தொகை வழங்கி வருகிறது. தகுதியுடையவர்கள் பயனடைந்து வருகின்றனர். இவர்களுக்கான பென்ஷன் தொகை ஆயிரம் ரூபாய் வீட்டில் இருந்தவாறே போஸ்ட்மேன் மூலம் ஒவ்வொரு மாதமும் பெற்று வந்தனர். தற்போது பயனாளிகள் பென்ஷன் தொகையை பெற்றுக்கொள்ள வசதியாக பஞ்., கள் சார்பில் பாங்கில் கணக்கு தொடங்கப்பட்டு ஸ்மார்ட் கார்டு வழங்கப்பட்டு வருகிறது.இதன் அடிப்படையில் வாவறை பஞ்., சிற்கு உட்பட்ட பயனாளிகளின் வசதிக்காக பஞ்., மூலம் நடைக்காவு ஐ.ஓ.பி., பாங்கில் கணக்கு துவங்கப்பட்டு ஸ்மார்ட் கார்டு வழங்கப்பட்டுள்ளது. மேலும் வரவு, செலவுகளை பதிவு செய்வதற்காக அட்டை ஒன்றும் வழங்கப்பட்டுள்ளது. மொத்தம் சுமார் 275 பயனாளிகளில் 255 பேர் ஸ்மார்ட் கார்டு பெற்றுள்ளனர்.இவர்கள் ஸ்மார்ட் கார்டு மூலம் பணத்தை பெற்றுக்கொள்ள வசதியாக ஒருவர் நியமிக்கப்பட்டுள்ளார். குறிப்பிட்ட சில நாட்களில் பஞ்., அலுவலகத்தில் இருந்து பயனாளிகள் பென்ஷன் தொகையை பெற்றுக்கொள்ளலாம். வாவறை பஞ்., சில் பென்ஷன் திட்ட பயனாளிகள் ஸ்மார்ட் கார்டு திட்டத்தின் மூலம் கடந்த மாதம் பஞ்., அலுவலகத்தில் சென்று பென்ஷன் தொகையான ரூபாய் ஆயிரத்தை பெற்று கொண்டனர்.வழக்கத்திற்கு மாறாக இந்த மாதம் பென்ஷன் தொகையை வாங்குவதற்காக சென்றவர்களுக்கு 900 ரூபாய் வழங்கப்பட்டுள்ளது. இதனால் பயனாளிகளுக்குள் குழப்பம் ஏற்பட்டுள்ளது. சிலர் ஆயிரம் ரூபாய்க்கு 900 ரூபாய் என கூறியதால் முணு முணுக்க துவங்கினர். இதை அறிந்த சிலர் பென்ஷன் தொகையை வாங்க சொல்லவில்லை. இதனால் ஸ்மார்ட் கார்டு மூலம் பணம் பெற வேண்டுமா அல்லது குறிப்பிட்ட பாங்கில் இருந்து பணம் பெற வேண்டுமா என்ற கலக்கத்திலும் 100 ரூபாய் குறைந்துவிடுமோ என்ற சந்தேகத்திலும் உள்ளனர்.இதுகுறித்து பென்ஷன் திட்ட பயனாளிகள் சிலர் கூறியதாவது:போஸ்ட் ஆபிஸ் மூலம் போஸ்ட்மேனின் கையில் இருந்து வீட்டில் இருந்தவாறே பென்ஷன் தொகையை பெற்றுக்கொண்ட போது எந்த சிக்கலும் இல்லை. வீட்டில் இருந்தவாறே பணத்தை பெற்றுக் கொள்வதால் சந்தோஷமாக இருந்தோம். இந்நிலையில் பஞ்., சின் மூலம் பாங்கில் கணக்கு துவங்கி ஸ்மார்ட் கார்டு மூலம் பென்ஷன் தொகையாக கடந்த மாதம் ஆயிரம் ரூபாய் பெற்றுக்கொண்டோம்.இந்த மாதம் பென்ஷன் தொகையை பெற்றுக்கொள்ள சென்ற போது 900 ரூபாய் வழங்கப்பட்டது. இதனால் சிலர் பணத்தை வாங்க மறுத்துள்ளனர். மேலும் பென்ஷன் திட்ட பயனாளிகள் பெரும்பாலும் முதியவர்கள், நோயாளிகளாக இருப்பதால் வீட்டில் இருந்தவாறே பணத்தை பெற்றுக்கொண்ட போது எவ்வித பிரச்னையும் எழவில்லை.தற்போது பஞ்., அலுவலகத்திற்கு செல்லும் நிலையில் 100 ரூபாய் குறைத்து வழங்கப்படுகிறது. எனவே ஏற்கனவே நடைமுறையில் இருந்தது போன்று போஸ்ட்மேன் மூலம் பென்ஷன் தொகை வழங்கினால் வசதியாக இருக்கும் என்று கூறினர்.இது குறித்து சம்பந்தப்பட்ட பாங்க் அதிகாரியிடம் கேட்ட போது அவர் கூறியதாவது:பென்ஷன் திட்ட பயனாளிகளுக்கு சீறோ பேலன்ஸ் அக்கவுண்ட் தொடங்கப்பட்டுள்ளது. பயனாளிகளின் பணம் யாராலும் எடுத்துக்கொள்ள முடியாது. அவர்களுக்கு சேர வேண்டிய பணம் அவர்களது அக்கவுண்டிலேயே இருக்கும். எதார்த்தமாக 100 ரூபாய் குறைத்து கொடுத்தாலும் அந்த பணம் குறிப்பிட்ட நபர்களது அக்கவுண்ட்டிலேயே இருக்கும். இவ்வாறு அதிகாரி கூறினார்.விழிப்புணர்வு இல்லைபென்ஷன் திட்ட பயனாளிகளுக்கு பாஸ்புக் வழங்காமல் அட்டை கொடுக்கப்பட்டுள்ளது. இவர்கள் பெயரில் பாங்கில் சேமிப்பு கணக்கு துவங்கப்பட்டுள்ளாதா என்ற சந்தேகம் பயனாளிகளுக்கு ஏற்பட்டுள்ளது. பணம் கொடுப்பவர் அட்டையில் ஒன்றும் பதிவு செய்யாததும், பணம் பெற்ற பிறகு பாங்கில் சென்று அட்டையில் பதிவு செய்ய வேண்டும் என்ற விவரமும் இவர்களுக்கு தெரியவில்லை. மொத்தத்தில் ஸ்மார்ட் கார்டு திட்டம் குறித்து பயனாளிகளுக்கு போதிய விழிப்புணர்வு தேவை. இதற்கு சம்பந்தப்பட்ட பாங்க் மற்றும் பஞ்., நிர்வாகம் நடவடிக்கை எடுப்பது அவசியம்.

NATIONAL ANOMALY COMMITTEE MEETING - RESULTS

The 4th meeting of the National Anomaly Committee was held on 5th January, 2012. All the items could not be discussed on that day. The meeting was postponed and the same was held today on 17th July, 2012. The gist of discussions and decisions are given hereunder.
Item No.1. Pay band of the merged pay scales: The demand to reconstruct the pay band in respect of merged pay scales (S8 to S10) by multiplying the minimum of the highest pay scales (6500-10,500) with 1.86 by virtue of which the pay band will commence with Rs. 12100 instead of 9300 is not agreed and as per the scheme disagreement has been recorded.
Item No.2. Extending the date for exercise of option: Extending the date for exercise of option to come to the new pay scale as also to the next increment date on promotion was discussed at length. While the official side will agree to reopen the promotional cases where such change of option becomes necessary on account of an unforeseen event, the question of extending the date in general will have to be examined. In the case of necessity to change the option once exercised in view of the recent order on increment was raised by the Staff Side. The Official side agreed to issue a clarificatory order.
Item No. 3. Special allowance and qualification pay: Order has been issued in respect of Auditors. In respect of SAS passed hands necessary orders will be issued shortly.
Item No.4. Fixation of pay in respect of Direct recruitees and promotees: The official side agreed to consider grant of entry pay in all such cases, wherever the RR provides for direct recruitment.
Item No.5. Date of next increment: Orders have already been issued. Item is treated as settled.
Item No. 6. Grant of minimum pay of Rs. 5200 +1800 to temporary status employees: Orders issued.
Item No. 7. Grant of revised allowance with effect from 1.1.2006: The item has been withdrawn after discussion.
Item No. 8. Transport allowance: The revision of transport allowance was not agreed upon. However, taking a percentage of the TA for the purpose of OTA and grant of a portion of the TA in respect of persons on tour for more than one month at a stretch will be considered.
Item No. 9. Doubling the Existing risk and patient care allowance: The matter has been submitted to the Cabinet for its approval and orders are likely to be issued shortly. The Staff side raised the issue of doubling the daily allowance on tour. The Official side agreed to examine this matter also.
Item No. 10. Parity in Pension to pre 2006 retirees: The matter is sub-judice. Therefore it could not be discussed.
Item No.11. Commutation of pension: The difference in the application of commutation table between the pre-2006 and post 2006 retirees was discussed. It has been agreed that the difference would be quantified with reference to certain cases as an example. If it has no implication on the post 2008 retirees, the Govt. may consider the acceptance of the demands of the Staff in the matter.
Restoration of commuted value of pension after 12 years instead of 15years would be considered in the light of the Supreme Court judgement of 1996, a copy of which would be made available to the Staff Side.
Item No.12. Grant of Rs. 5400/- to the Assistant Accounts and Audit Officers: To be discussed with the JS(per)/JS(E) separately. The date of the meeting will be fixed soon.
Item No.13. Revision base index for DA: The Staff Side will be provided with the computation made by the 6th CPC in the matter and on the basis of the same the issue will be discussed further.
Item No.14. Child Care leave: Orders issued. Item treated as settled.
Item No.15. Income criterion for dependency of parents: The item is dropped after discussion.
Item No. 16. Revision of Grade Pay fixation: After discussion, the item has been dropped.
Item No. 17. Reconstruction of Pay bands: dropped.
Item No. 18. Fixation of pay on promotion to the post carrying same grade pay and PB: Agreed to grant one increment.
Item No. 19. All MACP items: will be discussed further in the subcommittee on 27th July, 2012.
Item No.20. Anomaly in the grade pay of Library information Assistants: The official side will consider the issue in consultation with the Ministry of Culture and take appropriate decision before the next meeting.
Item No.21. Anomaly in pension of those in receipt of stagnation increments in the pre revised scales of pay: The inclusion of stagnation increment for the purpose of fixation of pay in respect of the persons retired between 2006 and 2008, if not done, will be examined and suitable orders issued.
Item No.22. Anomaly in the pay scales of Stenographers of field offices with reference to Central Secretariat: It was pointed out that Senior PS in the field offices were on identical pay scale of PPS of the Central Secretariat and therefore, they must be granted grade pay of Rs. 5400 in PB3.They have agreed to grant Grade pay of Rs. 5400 in PB.2 applicable to the field offices. In respect of parity with Central Sectt, the proposal of Railway Board will be expeditiously examined by the Finance Ministry and suitable orders issued.
Item No.23.Date of Annual increment in EOL cases: Orders were issued earlier and the matter is treated as settled. The Staff Side raised the issue of denial of encashment of earned leave and half pay leave for industrial employees. The official side agreed to issue clarificatory orders in the matter.
Item No. 24. Parity of PB and Grade pay for Official language personnel with the Central Sectt: The official side said that orders have already been issued. Wherever, the same is not implemented or different decision taken, the same may be brought to the notice of the Department of Expenditure for appropriate decision. The proposal sent by the Railway Board will be considered separately.

Highlights of discussions in the National Anomaly Committee Meeting held on 17th July, 2012
NFIR General Secretary Shri.Raghavaiah JCM Staff Side Leader, published the outcome of discussion on some important issues on its website.
1. Special Allowance and Qualification Pay : The demand for taking special allowance and qualification pay for fixation prupose on promotion w.e.f.1.1.2006 is agreed to be considered and finalized within one month.
2. Rule 8 of Revised Pay Rules : It was agreed that taking into considereation, Recruitment Rules the Senior promotee's pay will be allowed to be fixed at the same stage (especially at the minimum of pay) thus the seniors will get the entry stage pay fixed for direct recruits.
3. Transport Allowance : Since CCA got subsumed in the Transport Allowance resulting denial of Overtime, action will be taken to review this particular aspects to mitigate the hardship.

4. Revision of Existing Allowance : Agreed to process the dobling the allowances (Hospital Patient Care Allowance etc.) Cabinet's approval will be sought. Target date for finalization is one month.
5. Commutation of additional Pension or Revision of pension in respect of post 31.12.2005 retirees : Department of Pension to make calculation for knowing the difference of amount between pre1.1.2006 and post 1.1.2006. Thereafter a view will be taken.
6. Commutation of Revised Pension : Will be examined further. Copy of Supreme Court Judgement will be given to Staff Side.
7. Revision of Base Index for Dearness allowance : Calculation sheet will be sent to Staff Side for comments.
8. Fixation of pay on promotion (shouldering higher responsibility) to a post carrying same Grade pay : Agreed to grant additional increment erstwhile FR-22-C.
9. Anomaly in the Pay Scale, Pay Band and Grade Pay - Library Information Assistant : Will be referred to Department of Culture for comments for considering allotment of Grade Pay of Rs.4600/- in PB-2.
10. MACP Anomalies : Secretary (Personnel) while appreciating the points raised by Staff Side has decided that a separte meeting will be held shortly (tentative date 27th July, 2012).
11. 15 Years Period fixed for Commutation is Arbitrary/unjustified : Official Side stated that the issue will be examined further.
12. Anomalies in the Pay Scale of Official Language Staff - Grant of parity to Rajbhasha Sahayaks : Railway Ministry's proposal for granting parity is under active consideration Favourale decision is expected.
13. Grant of parity in the case of Indian Railways Stenographers : Staff Side insisted that int he light of Cabinet's approval for granting parity, the Railway Ministry should issue orders without referring to Minisry of Finance. It was however stated by the Official Side that this being a common category, Ministry of Finance will have to be approached by Railway Ministry. After discussion it was agreed to expedite decision.
14. Eleven additional Items given by Staff Side in the last meeting will be proritized for further examination ad discussion.
15. Replacement of Grade Pay of Rs.4600/- with Rs.4800/- in the Railways : Official Side stated that Railway Ministry's proposal will be considered and a decision given.
16. Transport Allowance at Delhi for employees fo Faridabad, Gurgaon, Ghaziabad and Noida : After discussion it was agreed to consider positively. Staff Side also pointed out that HRA at Delhi rates are already paid to staff and hence Transport Allowance at Delhi rates should be allowed.
17. Grant of another option to the employees promoted in between 1.1.2006 and 2010 : Staff Side pointed out that the Field staff who were promoted after 1.1.2006 were unaware of the advantage of option as they were in the 5th CPC Pay Structure till the implementation of 6th CPC Revised Pay Structure and hence another option should be granted in such situation. After lengthy discussion, Secretary (Personnel) has agreed that thre is hardship involved and assured to decide favourably.
