Subject:- Removal of ceiling of maximum balance to be retained in a post office savings account- amendment to Rule-4 of the Post Office Savings Account Rules 1981 regarding.

Sir / Madam,

The undersigned is directed to say that issue of removal of ceiling of Rs.1 lac in single savings account and Rs.2 Lac in Joint Savings Account fixed in the year 2000 was under consideration in the Min. of Finance (DEA). This issue was linked to the benefit of exemption in Income Tax on the interest earned in Post Office Savings Account under Section10(15) (i) of Income Tax Act, 1961 by the CBDT and Min. of Finance (DEA). After sustained efforts on the part of this Directorate, Min. of Finance (DEA) has now amended Rule-4 of the Post Office Savings Account Rules 1981 vide G.S.R.681(E) F.No.2/5/2006-NS-II dated 15.9.2011 (copy enclosed). Some major benefits of this amendment are given below:

(i)

From 1.10.2011, there will be no limit for retaining balance in single as well as joint savings account.

(ii)

A depositor or depositor(s) can deposit any amount into single as well as joint savings account.

(iii) Maturity value of any savings instrument can be credited into savings account of the depositor standing in the same post office irrespective of the balance in the account.

(i)

Any cheque either issued by Postmaster or any other authority irrespective of any amount can be credited into post office savings account irrespective of the balance in the account.

(ii)

From the Financial year 2011-12, Interest income of Rs.3500/- in the case of single account and Rs.7000/- in case of Joint account will be exempted from Income Tax. (Section 10(15) (i) of Income Tax Act, 1961 amended vide Notification No. 32/2010 {F.No. 173/13/2011-IT A.I}/S.O.1296 (E) dated 03.06.2011)

(iii) It is the duty of the depositor(s) to show the interest income earned from Post Office Savings Account(s) beyond the limit prescribed above in the Income Tax return and pay due Income Tax.

1. It is requested that all field units may be directed to give wide publicity to these changes in the shape of Public Notice and printing of leaflets.

மல்யுத்தம்: இந்திய வீரர் சுஷில் குமார் தோல்வி

இஸ்தான்புல் :உலக மல்யுத்த சாம்பியன்ஷிப் தொடரில், "நடப்பு சாம்பியன்' அந்தஸ்துடன் களமிறங்கிய இந்திய வீரர் சுஷில் குமார் தோல்வி அடைந்து வெளியேறினார்.


துருக்கியில் உள்ள இஸ்தான்புல் நகரில், உலக மல்யுத்த சாம்பியன்ஷிப் தொடர் நடக்கிறது. இதன் 66 கி.கி., எடைப்பிரிவு இரண்டாவது சுற்றில், இந்தியாவின் சுஷில் குமார், உக்ரைனின் ஆன்ட்ரி ஸ்டாட்னிக்கை சந்தித்தார்.இதன் முதல் செட்டின் முடிவில் சுஷில் குமார் 2-0 என முன்னிலை பெற்றார். பின் எழுச்சி கண்ட ஸ்டாட்னிக், இரண்டாவது செட்டின் முடிவில் 4-2 என முன்னிலை வகித்தார். மூன்றாவது செட்டில் இருவரும் தலா ஒரு புள்ளிகள் மட்டும் பெற்றனர். இறுதியில் சுஷில் குமார் 3-5 என்ற கணக்கில் அதிர்ச்சி தோல்வி அடைந்து வெளியேறினார்.


கடந்த ஆண்டு ரஷ்ய தலைநகர் மாஸ்கோவில் நடந்த இத்தொடரில் சாம்பியன் பட்டம் வென்ற சுஷில் குமார், உலக மல்யுத்த சாம்பியன்ஷிப் தொடரில் பதக்கம் வென்ற முதல் இந்தியர் என்ற வரலாறு படைத்தார். இம்முறை இவர், இரண்டாவது சுற்றோடு வெளியேறி, "நடப்பு சாம்பியன்' அந்தஸ்தை தக்கவைத்துக் கொள்ள தவறினார். இத்தொடரில் பங்கேற்ற மற்ற இந்திய வீரர்களும் ஏமாற்றினர்.

சிக்கிம் நிலநடுக்கம்; பலி எண்ணிக்கை 40

கேங்டாக் : சிக்கிம் மாநிலத்தில் சக்தி வாய்ந்த நிலநடுக்கம் ஏற்பட்டது. இதில் சிக்கி பலியானோர் எண்ணிக்கை 40 ஆக உயர்ந்துள்ளது. சிக்கிம்மில் 19 பேரும், மேற்குவங்கத்தில் 7 பேரும், நேபாளம் திபெத்தில் தலா 7 பேரும் பலியாகியுள்ளனர். நேபாளத்தில், நிலநடுக்கத்திற்கு ஐந்து பேர் பலியாகியுள்ளனர். கடும் மழையால் நிலச்சரிவுகளும் ஏற்பட்டுள்ளது. சிலிகுரி - கேங்டாங் சாலையில் நான்கு இடங்களில் பாதிப்பு ஏற்பட்டள்ளதால் போக்குவரத்து தடைபட்டுள்ளது.

வடகிழக்கு மாநிலமான சிக்கிம் தலைநகர் கேங்டாக்கிலிருந்து 60 கி.மீ., தொலைவில் உள்ள சிக்கிம் - நேபாள எல்லையை மையமாகக் கொண்டு நேற்று மாலை 6.10 மணியளவில் நிலநடுக்கம் ஏற்பட்டது. இந்த நிலநடுக்கம் ரிக்டர் அளவில் 6.8 என பதிவானது. இதைத் தொடர்ந்து, அந்த பகுதியில், அடுத்தடுத்து மூன்று முறை நில அதிர்வுகள் ஏற்பட்டன. இந்த நிலநடுக்கத்தால், கட்டடங்கள் இடிந்து விழுந்தன; ஏராளமான வீடுகளில் விரிசல் ஏற்பட்டன. மக்கள் பீதியுடன், தங்கள் வீடுகளை விட்டு வெளியே ஓடி வந்தனர்.

சாலைகளில் விரிசல் ஏற்பட்டதால், போக்குவரத்து கடுமையாக பாதிக்கப்பட்டது. பேகாங் பகுதியில் உள்ள, "இந்தோ திபெத்தியன் எல்லை போலீஸ்' படைக்குச் சொந்தமான இரண்டு கட்டடங்கள் முற்றிலும் இடிந்து தரைமட்டமாகின. இடிபாடுகளில் சிலர் சிக்கியிருக்கலாம் என்று கூறப்படுகிறது.


சிக்கிம் மாநிலத்தில் ஏற்பட்ட நிலநடுக்கத்தின் அதிர்வுகள், தலைநகர் டில்லி, உ.பி., பீகார், அசாம், மேற்கு வங்கம், ஜார்க்கண்ட், ராஜஸ்தான், மேகாலயா, திரிபுரா உள்ளிட்ட மாநிலங்களிலும் உணரப்பட்டன. அண்டை நாடுகளான நேபாளம், வங்கதேசத்திலும் உணரப்பட்டது.

Release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners.
The Union Cabinet today approved release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to pensioners as due from 01.07.2011 at the rate of 7 per cent over the existing rate of 51 per cent.
The total financial implications on account of both Dearness Allowance and Dearness Relief would be Rs.7228.76 crore per annum and Rs.4819.22 crore in the current financial year.

Admissibility of commission to SAS Agents.

Subject:- Admissibility of commission to SAS Agents.

Sir / Madam,

The undersigned is directed to say that there are lot of audit paras raised by teams of DG P&T Audit in many circles regarding irregular commission paid to SAS agents where the investment was made exceeding the limit of Rs.50,000/- by cash at a time. One Draft Audit Para relating to Delhi and NE Circles has become CAG Para.

2. As per agency rules, prior to issue of SB Order No.3/2011 dated 11.3.2011, limit for acceptance of cash at a time from SAS agents was Rs.50,000/- which has now been reduced to Rs.10,000/-. In 2004, Regional Director, National Savings Institute, New Delhi vide letter no. Misc/2004 dated 3.11.2001 had intimated the Delhi Circle that agents are not entitled for commission on cash deposits of more than Rs., 50,000/- at a time. CAG Para was also referred to Min. of Finance (DEA) which opined that commission if paid in such cases is irregular and recovery of commission paid cannot be waived.

3. It is therefore requested that where any SAS agent deposited cash more than Rs.50,000/- at a time in any post office and commission was paid to him, the commission paid has to be recovered from the concerned agent if his agency is active and action should be taken against the officials responsible for accepting cash deposits exceeding the prescribed limit. Where the agent is inactive but his agency is not lapsed, his appointing authority may be asked to recover the amount from his security deposit. In case the agency of agent is expired and not further renewed or agent has already expired, such cases may be referred to this office.

4. In future, it may be ensured that no cash more than the prescribed limit of Rs.10,000/- at a time should be accepted from the SAS agents as no commission is payable on such irregular deposits.

5. It is requested that necessary action may be taken immediately to circulate this letter to field units and any violation of these orders by postal staff should be viewed seriously.

6. This issues with the approval of DDG(FS).

How the US put an end to terror attacks after 9/11.Why do we not after 26/11?

Two dastardly events in the last decade, 9/11 and 26/11, affected two of the world's largest democracies and, perhaps, changed the manner in which these two glorious nations (famous for the freedoms enjoyed in day-to-day life) decided to tackle the 'intelligence' aspect with regard to new age 'terror'. 

While the United States learned from 9/11 and quickly ramped up its human intelligence quotient without compromising on its technical surveillance capability, India perhaps paid greater importance to buying and deploying technical equipment such as CCTV cameras, online surveillance and the like. This, among other things, represents a key difference between the two countries in their ability to get better and perhaps more accurate intelligence with regard to terrorists and their activities. The results are there for the world to see: Post 9/11, there has been no attack on mainland United States and that is phenomenal by any standards. On the other hand, we have had several terror attacks in India post 26/11, including the bombings in Delhi high court on 07/09/2011.

It is an indication of the extent of internalisation of terrorism as a way of life that each new terror attack results in a markedly subdued response. While the United States takes pride in not having had a single terror attack since 9/11, and that was ten years ago, there have been over half a dozen since the 26/11 siege of Bombay in 2008.

Over two dozen people died in Bombay jus two months ago, and Delhi high court was the sight of a similar attack on 07/09/11 as  in May this yeardied 13 people. However, the response of the political class, and indeed of the media and public, is substantially different depending on the city, the location and on the class of victims.

Worse, there is scarcely any remorse with scarcely a mention of the “Q” word, and this while the Government uses up all the IQ of its Harvard-educated minister to dig up dirt on the Bhushans, Hazares and Kejirwals of the world. So, here’s the question neither Parliament nor the opposition, nor the media would want to ask: should government to go, or at least make the offer, just at least to show where the buck stops?

டில்லி ஐகோர்ட் வாசலில் குண்டு வெடிப்பு; 12 பேர் பலி; 60 பேர் காயம்

புதுடில்லி: டில்லி ஐகோர்ட் 5-வது கேட் அருகே இன்று காலை 10: 17 மணிக்கு சக்தி வாய்ந்த குண்டு வெடித்தது. இதில் 12 பேர் பலியானதாகவும் 50க்கும் மேற்பட்டோர் படுகாயம் அடைந்ததாகவும் போலீசார் தெரிவித்தனர்.

டில்லி ஐகோர்ட்டில் வழக்கம் போல் இன்று காலை நீதிபதிகள், வக்கீல்கள் உள்ளிட்ட பலரும் பணிக்கு வந்து கொண்டிருந்தனர். அப்போது ஐகோர்ட்டின் 5-வது கேட் அருகே பயங்கர சத்தத்துடன் குண்டு வெடித்தது. இதனையடுத்து கோர்ட் முழுவதும் பரபரப்பு ‌ஏற்பட்டது. இந்த சம்பவத்தில்12 பேர் பலியானார்கள். மேலும்50-க்கும் மேற்பட்டோர் காயம் அடைந்தனர். சம்பவ இடத்திற்கு ஆம்புலன்ஸ்கள் விரைந்து வந்து காயமடைந்தவர்களை சப்தர்ஜங், ராம் மனோகர் லோகியா ஆகிய மருத்துவமனை உட்பட பல்வேறு மருத்துவமனைகளுக்கு கொண்டு சென்றனர். சம்பவ இடத்திற்கு தீயணைப்பு வண்டிகள் விரைந்துள்ளன.

சம்பவம் குறித்து, உள்துறை அமைச்சகம் நிலைமை குறித்து விவாதித்து வருகிறது. டில்லி போலீஸ் கமிஷனர் சம்பவ இடத்திற்கு விரைந்து வந்து ஆய்வு மேற்கொண்டார். ஒரு பிரீப்கேசில் இந்த குண்டு வைக்கப்பட்டிருந்ததாக கூறப்படுகிறது. சம்பவ நடந்த இடத்தில் குண்டுவெடிப்பிற்கான தடயங்களை ஆய்வு செய்ய தடயவியல் நிபுணர்கள் ஆய்வு செய்து வருகின்றனர். மேலும் தேசிய பாதுகாப்புப்படையினர் (என்.எஸ்.ஜி), தேசிய புலனாய்வு ஏஜென்சியினர் (என்.ஐ.ஏ) அதிகாரிகள் சம்பவ இடத்தினை ஆய்வு செய்து வருகின்றனர்.

Chief Minister Jayalalithaa inaugurated through videoconferencing from Chennai the distribution of biometric smart cards to old age pension beneficiaries under the Social Security Scheme at Kattumannarkoil near here on Friday.
The Chief Minister observed that the smart card system would enable the payment at the doorsteps through business correspondents of the respective bank branches in the local area.
